The I.T. Sourcing Excellence Manager is part of a global team of procurement professionals who have experience in understanding IT Business Requirements and working with all levels of IT Stakeholders. The IT Sourcing Excellence Manager shall have significant hand-on contracting (negotiating and drafting) experience with IT Software and Services Agreements.

The IT Sourcing Excellence Manager is responsible for providing guidance and mentorship to the IT Sourcing Excellence team members. This individual will build an understanding of BMS’s global, end-to-end value chain as it relates to the categories in focus. Key responsibilities include owning and driving implementation of high value and highly complex IT sourcing projects and contracts; and identifying supply optimization opportunities for speed-to-market, innovation, revenue enhancement, mitigated risk/improved lifecycle management, overall competitive cost advantage, and other sources of value for Bristol-Myers Squibb. Responsibilities also include managing selected Supplier Relationship Management (‘SRM’) programs: processes and procedures, supplier and category segmentation, operational performance and contract management.

Major Responsibilities and Accountabilities:

Facilitate continuous improvement and ideation that will enable the Business Partner, Category and Functional Leads to achieve strategic objectives.

Lead cross-functional teams managing IT sourcing projects in support of business requirements and expected business outcomes.

Business partnering with IT and Strategic Sourcing & Procurement and other functional areas, e.g. Legal, HR, Software Asset Management, and Finance, globally.

Understand IT business requirements and translate them into effectively leading IT sourcing projects including RFx’s, IT Service Agreements, Software Licensing Agreements (on-premises, Software as a Service (SaaS) and Platform as a Service (PaaS), Proof-of-Concept Agreements and Statements of Work

Contract Negotiation and Development – proven experience in negotiating and drafting Commercial Terms and defend Legal Terms on standard internal template agreements for IT Services, Software as a Service Agreements (SaaS) and Software License Agreements

Build, maintain and enhance relationships with leading IT suppliers and internal stakeholders

Extensive experience in contract development – independently negotiating contractual terms and conditions with suppliers

Negotiate and/or issue contracts, amendments, and attachments obtaining legal review and approval of a contract when required.

Facilitate and lead appropriate contracting processes from proof of concept to award/supplier selection.

Manages multiple, complex projects independently.

Aligns Procurement goals with client’s business objectives.

Apply appropriate business analytics to review proposals and provide accurate financial comparisons of business proposals

Drive sustainable/substantial cost savings and value beyond savings for IT category.

Utilize e-Procurement tools (Ariba) to manage sourcing projects

Operate as trusted advisor by providing procurement insights and subject matter expertise to internal stakeholders

Manage/lead Sourcing Excellence teams to ensure continuous development of the organization and staff

Lead the hiring, performance evaluation, management and development planning of assigned Sourcing Excellence employees, and mentor junior staff in the SE organization; this includes employees geographically separated from the Sourcing Excellence leadership team.

Ability to manage a large book of work across multiple individuals, teams, geographies. Must be able to bring organization and transparency to a fast-paced environment.

Lead short and long-term initiatives that deliver positive impacts on the organization, including training and development programs.

Champion process improvements, recommending new ways of working to improve processes and embed new systems in the function and across Sourcing Excellence

Lead and participate in organizational cross-functional development such as process improvement, capabilities development efforts, continuous innovation programs

Provide BMS support/oversight to suppliers of Procurement BPO services, including SRM activities

Prepare periodic reports of department activities for the Sourcing Excellence Leadership team and other stakeholders as required; analyze and ensure resolution of issues raised in procurement audit reports.

Participate in book of work review meetings with BP&S teams to gather potential projects, prioritize them and align on resource allocation process

Oversee end-to-end development and implementation of Sourcing and Contracting Strategy

Oversee project management for complex sourcing events

Launch kick-off meetings to establish a sourcing event.

Leads in the development and evaluation of supplier Requests for Information/Proposal/Solution (RFx’s) including ensuring comprehensive requirements and specifications, pricing models and contract terms are included.

Lead and manage the full RFx process from RFx development through contract execution.

Evaluate competitive offerings to determine the overall best offer for goods or services.

Provide insights from internal and market analytics to influence the development of strategic category plans; partner with category leaders and business partners on plan development.

Builds understanding of BMS’s global, end-to-end value chain as it relates to the categories in focus.

Contribute to Sourcing Excellence functional development efforts such as process improvement and capabilities development

Understand, develop procurement financing and leveraging strategies (e.g. lease vs. buy). Where applicable, evaluate optimum strategies for inventory management, including restock levels and just-in-time supply

Qualifications:

Minimum Requirements:

B.S./B.A. (Business, Science or Engineering is desirable)

Minimum of 5 - 7 years’ work experience with at least 3 – 5 years I.T. Software and Services procurement contracting or relevant experience.

Expertise in procurement processes, technology and systems (such as Ariba), contract and supplier analysis and management, financial analysis, market analysis, supplier diversity, strategic planning and integrated supply chain.

Extensive people management and employee development responsibilities, including talent identification and acquisition.

Demonstrated ability to partner with and manage internal I.T. stakeholders at all levels within a highly matrixed organization, working across cross-functional, cross-organizational teams.

Strong understanding of data analytics, category management; expertise in process redesign and continuous improvement, project and performance management

Demonstrated ability to partner, manage and influence virtually

Preferred Qualifications:

M.S./M.B.A.

Relevant industry certification is preferred, e.g. Certified Purchasing Manager (CPM), Certified Professional in Supply Management (CPSM), Certified Supply Chain Professional (CSCP), Certified in Production and Inventory Management (CPIM)
