General Information

Reporting to Manager - Contracting & Sourcing, the Senior Contracts Analyst will provide support to internal clients in the supply of goods and services required for TransCanada's Gas Operations initiatives, in a timely and cost-effective manner, using sound supply chain management practices.



*Lead the strategic sourcing efforts and contract formation and/or contract administration process for acquisition of services and equipment for operations initiatives; *Provide sound supply chain management advice, guidance, and options to internal clients while following established processes and proper authorization controls; *Actively engage with key stakeholders to support the definition of business requirements and demand forecasting *Develop and articulate strategic sourcing plans, strategies and targets for savings delivery within area of responsibility and communicate strategies to project clients and senior management; *Manage competitive sourcing processes and single / sole sourcing processes for major spend categories; *Lead cross-functional teams during contract tendering, formation, administration and negotiation; *Develop, issue, and manage tender documents, RFPs, RFQ, RFIs, etc.; *Conduct proposal analyses and proposal commercial evaluations; coordinate overall RFP evaluations with project clients; *Monitor supply market trends and disruptions that may result in need to revisit or revise category strategy. *Develop and conform contracts within area of responsibility; *Administer multiple contracts including issuance of change order requests, negotiation and approval of change orders, RFI's etc.; *Negotiate contract commercial terms, ensuring they meet requirements of internal stakeholders (i.e., risk, legal, project management, etc.) and company standards; *Lead and coordinate communication efforts with suppliers, team members, company experts, and advisors (legal, risk, tax, supplier qualification, etc.); *Prepare contract and progress reports for senior management and project clients; *Conduct market and competitive intelligence research and analysis within area of responsibility; *Manage and strengthen project client, contractor, and supplier relationships; *Provide oversight and mentorship to junior contract analyst within the team; *Willing and able to work within a corporate environment and structure; *Have a full working knowledge of a large variety of contract types and illustrate the ability to fully manage all contractual aspects of a major project involving multiple contracts and long-range planning; *Candidate will interact with colleagues and Management in an effort to routinely work issues so as to avoid the potential of any negative affect on respective major business segments; *Other tasks as required.

Qualifications and Education


*Experience in contracting industry standards and established procedures, including supply chain management processes and practices, strategic procurement, interest based negotiation, contract formation and administration, supplier analysis, supplier development, competitive market analysis and market research, commercial terms and conditions for various commercial *Demonstrated strong customer service focus; *Ability to manage multiple stakeholder expectations; *Demonstrated ethical business practices and integrity; *Strong business aptitude with the ability to be innovative; *Excellent critical analysis and problem solving skills; *Strong negotiation, facilitation, influencing, and decision making skills; *Strong verbal and written communication and presentation skills; *Strategic Sourcing experience and contract management experience: *Ability to handle multiple assignments on a timely basis with a high degree of accuracy, strong organization, time management, and planning skills; *Initiative (self-motivated), able to work independently and within a team environment; *Proven team player with the ability to work effectively in cross-functional teams and to develop and maintain collaborative working relationships; *Excellent interpersonal skills and able to build strong and effective working relationships at all levels, both internal and external to the organization, including senior management; structures (e.g.: lump sum, target and bonus arrangements, cost reimbursable) and various forms of contracts (engineering, construction, consulting services, confidentiality, exclusivity, etc.).


*Bachelor in Supply Chain, Legal or other related fields and 6 years of experience in Supply Chain


*10 - 15 years' experience in the energy industry or other commodity-based industry sectors, or equivalent combination of education, experience, and continuing professional development in a relevant discipline; *Understanding of Procurement, Strategic Sourcing, and Category Management objectives, best practices, and processes; *SAP experience a plus.

*This position requires candidates to:

Travel less than 30%
