Our Office provides efficient banking and financial services for over $1.4 billion in state government and other funds, as well as administration of the bonds authorized by Maine voters. In addition, we manage over $250 million in unclaimed property funds that are owed to individuals or businesses, but for whom the owner can’t be found.

What We Offer

In this role, you would manage the OST’s day-to-day operations, the largest of which are managing the State’s cash and bank accounts and the unclaimed property program. Overseeing daily operations requires managing staff, contracts, and the OST budget, ensuring sound internal controls and financial management, and working with OST staff and other agencies to resolve issues. The Director also manages the Unclaimed Property Program, focusing on third-party audits and the general needs of the unit.
The Director oversees all financial management functions, ensuring that standards and priorities are consistent with established goals and objectives. Ensuring the proper control, handling, and reconciliation of all state funds in accordance with Governmental Accounting Standards Board statements is vital. Regarding financial services, this position will assist in or manage the coordination of banking services on state-wide level and back-up the Deputy Treasurer on daily investments. Compliance with the federal Cash Management Improvement Act and preparation of the annual Treasury-State Agreement with the U.S. Department of Treasury are also responsibilities of the Director. This involves working closely with other state agencies to ensure that federal funds are drawn and disbursed in a timely manner.
Candidates must have a solid background in the following areas: state and federal government regulations; financial management and analysis; the principles and practices of government accounting; state budgeting; and, government banking services. Experience with the State’s accounting system and querying tools is a plus. Familiarity with State human resources procedures is also helpful. On-the-job training is available, and background in these areas will provide a more fluid transition.
Candidates must demonstrate the ability to: manage and supervise staff with diverse backgrounds and responsibilities; communicate well in person and in writing; interpret laws, rules, and regulations; identify and solve complex financial, human resource, and management issues; and, represent the Department in all financial matters.
To be considered, candidates must have an 8-year combination of education, training, and/or experience in financial program management involving a general knowledge of banking and fiscal procedures. The successful candidate will have at least 2 years of senior level management experience.
